WORKING FOR SANTA ROSA TRANSPORTATION & PUBLIC WORKS - MAKING A DIFFERENCE: The Capital Projects Engineering (CPE) Division performs a range of tasks to design and construct public works, utilities, and related projects for a wide range of departments within the City of Santa Rosa. The CPE Division is comprised of a diverse, dedicated team of Engineers, Engineering Technicians, Surveyors, and administrative support staff whose scope ultimately includes projects to rehabilitate, upgrade and expand virtually all aspects of the City's infrastructure. Our work includes transportation projects and bridge projects, facilities projects (including interior remodels, fire stations, and community centers), creek restoration projects, parks projects, and water and wastewater infrastructure projects. The City is exploring and excited about Design-Build project delivery as an alternative delivery strategy. Capital Projects at the City of Santa Rosa are primarily funded through sewer and water rates, gas taxes, development fees, storm water utility revenue, and grants, as well as other transportation related Federal, State, and local funding sources. ABOUT THE POSITION: The Deputy Director of Engineering Services directs, plans, and reviews the activities of the Capital Projects Engineering Division in the Transportation and Public Works Department. This position supervises five teams of engineers and technicians to deliver capital projects on behalf of the Transportation and Public Works, Water, Fire, and Parks Departments, among others. This includes working on long- and short-range project planning, property rights/acquisition, resources management, and water reuse. The Deputy Director of Engineering Services position takes the lead in solving complex engineering systems problems and manages exciting, challenging capital improvements projects ranging from water and wastewater, roadway paving and widening, bicycle & pedestrian facilities, new and renovated parks, bridge construction, creek restorations, and more. Additionally, this position manages a diverse and interesting workload in all phases of engineering, from planning and design through construction on a project portfolio averaging $60 million each year. The Deputy Director oversees approximately 50 professional, technical, and administrative support staff, ensuringhigh-quality work and providing highly complex and accountable staff assistance. The position reports directly to the Director of the Transportation and Public Works Department. Learn more about our Engineering Services THE IDEAL CANDIDATE: The successful candidate will be a self-driven professional, with the ability to establish and strengthen a wide variety of work relationships. We are looking for excellent written and verbal communication skills, engaging presentation abilities, and experience in effectively leading, building, and evaluatingteam members. In addition, the ideal candidate will have:
- The ability to successfully advocate for change.
- Organizational and interpersonal skills to manage more than 50 people across five teams that are responsible for up to 100 projects at a given time.
- Experience in the design and construction of public and/or private infrastructure.
- A minimum of 5 years in an administrative/managerial capacity, involving the performance of professional engineering work.
- Current registration as a Professional Engineer in California or the ability to obtain registration within 12 months is required. - Develop and implement the division and program goals, objectives, policies, and priorities
- Select, train, supervise, and evaluate staff
- Prepare and administer assigned division budget
- Maintain up-to-date knowledge of state and federal laws and regulations pertaining to the work of the assigned division and make the procedural changes necessary to keep the division in compliance
- Make presentations to City Council, boards, commissions, and committees as may be required
- Coordinate engineering activities with other City departments, divisions and sections, and with outside agencies
- Coordinate technical, administrative, and public relations activities of an assigned division with other City divisions, and with outside agencies
