Job Overview: The IRC in Los Angeles is seeking a candidate to join an exciting and groundbreaking program for asylum seekers in the Los Angeles County area through a pilot program funded by the US Department of Homeland Security (DHS) with oversight by the DHS Office for Civil Rights and Civil Liberties (CRCL). This new initiative - the Case Management Pilot Program (CMPP) - will provide case management and associated services to non-detained non-US citizens in immigration removal proceedings and could have national implications for the treatment of asylum seekers and others facing removal in the US.
The Resource Navigation Specialist supports the successful integration of asylum seekers by supporting the Case Management Pilot Program (CMPP) staff in the IRC-LA office and LA Office of Immigrant Affairs Consortium Partners, through harnessing the power of welcoming communities and the initiatives of civil society organizations. They collaborate with IRC staff to determine needs, coordinate community outreach, build effective relationships, and connect clients with community-based resources. This includes identifying services, resources (public, private) programs and initiatives that support further integration and inclusion of asylum seekers in Los Angeles County and assists in case management service provision.
As the processes and procedures for CMPP are simultaneously developed and implemented, the duties of the Resource Navigation Specialist will likely evolve as gaps in programming and services are identified.
Major Responsibilities:* Refine and implement an effective local community engagement strategy for the benefit of the community and IRC's clients in CMPP. Community engagement includes support of IRC's mission and CMPP clients, financial and in-kind donations, and coordinating with community-based groups, including but not limited to businesses, civil society, and faith-based organizations for client referrals.* Collaborate with IRC colleagues to amplify messaging about IRC's work and humanize the stories of asylum seekers, and how community members can support this population.* Research and continuously update a resource map that shows different resources available throughout Los Angeles County for which asylum seekers are eligible, in order to address varying needs of asylum-seeking populations.* Develop and maintain relationships with community partners and civil society groups that offer services that are relevant for CMPP clients and attend relevant events.* Ensure CMPP caseworkers remain up to date on new programs around LA County as well as changes in eligibility criterion, capacities, contact information, and referral methods for existing programs.* Increase community engagement through outreach. Develop and maintain relationships with community members, deliver presentations, represent IRC at local meetings, and create tools, fact sheets, presentations, and templates.* Assist with the collection and distribution of in-kind and monetary donations as needed.* Serve as the primary point of contact at IRC with local community members and groups.* Plan and implement events and opportunities that foster deeper connections between community members, asylum seekers, and IRC staff.* Use personal, insured vehicle and/or public transportation (where available) to travel and transport clients and materials as needed throughout the service delivery area.* Other duties as assigned.
* Bachelor's degree from an accredited college or university preferred.* 2-3 years of related professional experience.* Prior professional experience in community development strongly preferred.* Experience working with asylum seeking, refugee, and/or immigrant populations strongly preferred; lived experience as an asylum seeker, refugee, or other migrant strongly preferred.* Fluent in English, both spoken and written; ability to communicate in Spanish is desired. Other languages also may be considered.* Valid driver's license and access to a personal, insured vehicle.
Demonstrated Skills and Competencies:* Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.* Strong communication skills required.* Demonstrated success working and communicating effectively in a multi-cultural environment.* Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.* Self-direction and initiative, when needed, to take the lead and to follow through to completion.* Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
Working Environment:* A combination of standard office environment, remote work, and 'field' time within the service delivery area to perform the above outlined responsibilities.* May require weekend and/or evening work.
Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
US Benefits:The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.
In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs. Part-time employees are eligible for a proportionate amount of paid time off. These additional benefits apply to employees who work at least 6 months within a 12 month time period.
