Training Application Database Administrator (Wolf Lake) - (7680)Job Title: Training Application Database Administrator (Wolf Lake)Job SummaryThe purpose of this order is to provide the necessary level of professional and technical support required to facilitate the overall operational objectives of USAID and Human Capital and Talent Management (HCTM) Center for Professional Development (CPD) programs and functions. The Contractor will provide training consultation, development, facilitation and administration support on a full-time basis in support of HCTM/CPD's mission and its Global Workforce Learning Strategy (GWLS) objective to strengthen the capacity of the Agency's global workforce by ensuring they are well-equipped with the knowledge, skills, abilities and resources to administer programs around the world. The Contractor shall provide these services, materials and related equipment to perform the work delineated herein.The candidate will respond to HCTM needs in the training and employee development programs and initiatives, network with HR colleagues and other USAID units and perform the following tasks with deliverables as described. Employee may perform other duties as assigned, including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.Essential Functions and ResponsibilitiesDuties include:

  • Maintain and regularly update USAID University LMS Resource Center with documentation and resources included in the online Resource Center for HCTM and all other bureaus, offices and missions worldwide.
  • Set up user accounts and integrate user data with HCTM data systems.
  • Respond to inquiries on course uploading procedures and status.
  • Migrate all training data, new or historical, internal or external, into the LMS database.
  • Respond to requests for specific database queries to satisfy reporting requirements.
  • Support the evaluation and survey process.
  • Provide, upon request, appropriate training reports to HCTM staff, managers and others as appropriate.
  • Prepare and transmit EHRI data files.
  • Provide technical support to resolve problems associated with the LMS implementation.
  • Design, load, and integrate data sets via database tables and Structured Query Language (SQL) scripts in Microsoft Access or MySQL.
  • Add new users and maintain updates of user profile data; assign and manage security access for course LMS.
  • Manage and design standard operation procedures for LMS functions.
  • Train Agency's training officers on LMS Admin Functions.
  • Generate reports as requested for all Agency stakeholders.
  • Provide training on LMS utilization.
  • Assist USAID Bureau and Office training staff and coordinators and vendor specialists to resolve system user issues.
  • Import USAID employee feed into the LMS training database.
  • Assist with the evaluation of LMS system capabilities related to business requirements.
  • Support system development and implementation during system changes and upgrades.
  • Test system maintenance updates, security updates, LMS database maintenance, system backups.
  • Ensure proper loading and user access of on-line courses.
  • Work with Office of Personnel Management (OPM) Vendor Management Branch and responsible vendor to manage data collection and transfer of EHRI data.
  • Participate in the quality assurance process to ensure the accuracy and integrity of all information and data residing in the LMS.
  • Test all courses uploaded into the LMS to verify course is working as required in accordance to LMS and Agency CPU standards.
  • Develop online course content as SCORM, AICC and xAPI.
  • Manage system configurations and ensure feeds to the vendor Competency Management modules.
  • Test all new prospective functions to ensure functioning properly prior to loading onto the production LMS.
  • Coordinate with the LMS vendor and HCTM/CPD staff to resolve on-going technical problems.
  • Respond to LMS and training related inquiries generated via telephone and e-mail.
  • Provide an annual USAID Training Database Report.
  • Provide quarterly summary of USAID E-Learning User Activity & Course Completion Reports.
  • Provide annual summary of USAID E-Learning User Activity & Course Completion Reports.
  • Update course catalogue inventory, maintain course catalogue, upload new courses, and EHRI data elements.
  • Examine current course data elements, fill the gaps of missing data elements, ensure course in the inventory are properly mapped.
  • Develop and maintain system integrations with other company systems.
  • Stay informed regarding vendor product releases, educate stakeholders and coordinate related tasks across Human Capital and other key stakeholder teams.Additional Duties
    • Serves as Representative/Liaison working with Agency Stakeholders (internal/external).
    • Provide broad-scoped logistical and technical support for the Division and staff of the assigned Unit.
    • All work must meet or exceed generally accepted performance and quality standards for professional business organizations.
    • Working with training coordinators worldwide; collaborating with subject matter experts.Travel Requirements0 - 10%Job RequirementsEducation and/or ExperienceNeed to have a minimum of a bachelor's degree in an information- or computer-related subject, such as computer science.Must have a minimum of five years' experience providing all activities related to the administration of computerized databases; ability to project long-range requirements for database administration and manage applications that work with the database.Knowledge of structured query language (SQL).Must be capable of performing all assigned tasks with self-sufficiency and minimal guidance from the CPD Program Manager.Qualifications and RequirementsMust possess qualities in the following areas: customer-service skills; listening skills; problem-solving skills; speaking skills; and writing skills. Ability to work under deadline pressure, handle stress and deliver professional results. Long hours and weekends may be required to meet deliverables. Strong written and oral communication skills, organizational skills, and attention to detail. Self-motivated with minimal oversight. Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
