River Edge offers outpatient services at our Emery Highway-Macon, Monroe County and Baldwin County locations.Position Overview:River Edge is actively seeking a seasoned Full-time Chief Human Resources Officer to head our Human Resources Department. In this pivotal role, you will lead and supervise a team of eight (8) employees.The Chief Human Resources Officer (CHRO) serves as part of the executive leadership team of River Edge Behavioral Health (River Edge) reporting directly to the Chief Executive Officer (CEO). The CHRO has responsibility for planning, developing, and implementing agency-wide initiatives and strategies that support personnel acquisition and management, employee engagement, and customer service excellence.The CHRO is expected to be an enterprise-wide thinker who collaborates with other senior leaders in supporting River Edge's change management initiatives. This highly visible position will have the full support of the CEO to build the necessary lean infrastructure across the organization, resolving workplace differences and conflict while improving reporting systems. The CHRO has overall accountability for HR performance agency-wide and ensuring compliance with federal, state and River Edge's labor standards and policies.The CHRO sets direction agency-wide for recruitment, retention, and succession strategies; organizational development and training initiatives; compensation; performance management; employee relations; and the management of HR systems and analytics. The CHRO works closely with a variety of River Edge leaders, including the Chief Operating Officer (COO), Chief Financial Officer (CFO), Chief Clinical Officer (CCO), and Chief Information Officer (CIO), as well as Program Directors responsible for internal communication to develop consistent and accurate messages as they relate to human resources functions.Schedule: Monday- Friday 8:30AM-5:00PMFLSA Classification: Salary, ExemptBenefits Offered: - Competitive Pay

- Develops an overall human resources strategy for River Edge that advances the organization's strategic plan.
- Provides operational and strategic leadership for HR and performs strategic workforce planning including the provision of leadership for HR guiding coalitions.
- Provides leadership to the human resources team's talent acquisition activities, human resources operations, employee and labor relations, employee engagement and retention, and talent and organizational development efforts.
- Prepares and monitors the HR budget.
- Collaborates within the organization, providing leadership on HR coalitions, oversight, advice, and guidance on HR matters to program managers regarding job description development, filling vacant positions, performance evaluations, and employee coaching and mentoring in compliance with applicable River Edge policies, state and federal regulations, and the Affirmative Action Plan.
- Responsible for determining the effectiveness and overseeing maintenance of HR systems, including PeopleSoft HRIS and the Applicant Tracking system, as well as data integrity and personnel files.
- Responsible for periodic auditing of HR practices, procedures and programs for effectiveness and State and Federal compliance.
- Maintains updates of changes in legislation, procedures, research, etc. that could impact River Edge's HR program.
- Ensures compliance with all federal, state, and local employment laws and regulatory standards of the Department of Labor, Affirmative Action, OSHA, and others.
- Develops goals for the human resources function and directs their execution, ensuring that team members have the necessary resources to meet them; reviews HR performance in relation to established goals to ensure continual improvement in HR service delivery.
- Oversees administration and periodic reviews of employee benefits, communications, and compliance with Department of Behavioral Health and Developmental Disabilities (DBHDD) policy, and strategic plan documents, as well as applicable federal, state, Employee Retirement Income Security Act (ERISA), Department of Labor (DOL), and Internal Revenue Service (IRS) regulations, including workers compensation claims, filings, and Family and Medical Leave Act (FMLA).
- Organizes River Edge recognition programs, celebrations, and discussions to encourage employee engagement.
- Oversees and ensures the equitable administration of wages and salaries as it relates to all classifications in compliance with DBHDD, Georgia State Civil Service law, and Georgia Personnel Policies, and Fair Labor Standards Act FLSA (FLSA).
- Provides staff development and educational opportunities for HR staff to assure currency of knowledge in their areas of responsibility.
- Oversee, develop, and assess needs and effectiveness of employee onboarding programs, employee, and supervisor training, including Prevention of Sexual and Illegal Harassment Education.
- Participates in DBHDD and other State agency HR meetings, seminars, retreats, and other activities that require River Edge HR representation.Qualifications
- Master's Degree in HR, business, or related field with 8-10 years of progressively responsible HR administrative experience.
- Progressive experience in HR administration, with a focus on managing in a collective bargaining environment.
- Preferred experience in human resources within the healthcare industry.
- Ceridian experience is a desirable asset.
- Certification/Licensure in SHRM-CP, SHRM-SCP, PHR, or SPHR.
