Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (TITLE 5), Position Description Number T5910700 and is part of the IL HRO AR, National Guard. Responsibilities As a HUMAN RESOURCES SPECIALIST (TITLE 5), GS-0201-7/9, you will provide management and sustainment advisory services for the Army and/ or Air National Guard (ARNG/ANG) Full-Time Support (FTS) Title 32 Active Guard and Reserve (AGR) Program(s). Major Duties - This is NOT an all-inclusive list: Identify appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria, and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Review and verify information on requests for vacancy announcements to assure correctness. Accumulate and analyze statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, hiring lag time, etc. Assist in conducting long-range planning for projected mission and/or organizational changes. Ensure required selection documentation and information contained thereon is correct including military compatibility; ensures all medical and fitness requirements are met in accordance with existing policies and guidelines for AGR members; checks security requirements; initiates select/non-select letters, etc. Manage Priority Placement, Excess, USERRA, and Reduction in Force programs. Provide advice on military grade compatibility issues and delegated personnel authorities to include control grade authorizations allocation. Assess Air Force Specialty Code (AFSC) /Military Occupational Specialty (MOS) requirements. Provide guidance to supervisors, managers, and military commanders. Provide counseling to employees regarding entitlements, rights, and obligations. Responsible for the timely and accurate administration of voluntary and involuntary separation actions and Army AGR retirement actions. Consult with other Human Resources Specialist to facilitate Full-Time manning reporting. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Subject to provisions of DoD Priority Placement Program. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications GENERAL EXPERIENCE: MUST possess 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year of specialized experience at the GS-7 Level: experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, such as: recruitment and placement actions for AGR Personnel, develop position announcements, qualify candidates for selection, provide guidance to employees regarding entitlements, rights, and obligations, etc. GS-7 Level MUST possess at least 1-year of specialized experience at the GS-5 Level: experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, such as: recruitment and placement actions for AGR Personnel, develop position announcements, qualify candidates for selection, etc. Verbiage displayed on your resume or application must contain your own words. You must provide official transcripts to support your Educational claims.
