DescriptionSALARY$90,014.49POSITION SUMMARYAssists in the design of and executes recruitment and staffing strategies and initiatives to hire candidates for all levels of positions. Focuses on recruitment of technical and senior level positions. Assists in training Recruiters and oversees work of Recruitment Process as well as Assistants who assist with recruiting and hiring process. Drives process based quality improvement initiatives for Recruitment and Staffing under the direction of the Senior Manager of Talent Acquisition.QualificationsPRIMARY RESPONSIBILITIES - Actively sources, identifies, and recruits highly qualified candidates for all positions, focusing on technical and senior positions. Sourcing may include conducting any of the following: campus recruiting, in-house recruiting events, hosting and attending external job fairs, seeking temporary staffing opportunities, on-line job postings, and print job postings with various communication vehicles.
- Conducts hiring, interviewing and evaluating candidates for employment, promotion, or transfer, including extending and negotiating approved salary offer and providing information on terms and conditions of employment, i.e. salary, benefits, working conditions, physical demands, work rules. Responsible for ensuring the completion of reference and background checks, and new hire paperwork.
- Provides customer service to internal client departments seeking to fill positions, including informational meetings, feedback on recruiting and hiring process progress and assisting with interview questions and answers. Works with departments across the CTA and networks with other recruitment professionals to execute creative sourcing plans.
- Provides input for the design of recruitment and staffing strategies and initiatives to hire candidates, as well as oversee the Rehire Process.
- Serve as department lead for reporting and training on CTA's new applicant tracking system.
- Leads special projects and other duties as assigned by management, utilizing established QPM methodology and other best practices based methodologies to drive process improvement initiatives.
- Assists in training Recruiters and oversees work of Human Resources Assistants, as well as attain expert level knowledge of both union and exempt level recruitment processes.

- Bachelor's or higher Degree in Human Resources, Business or other relevant degree preferred, or, in limited circumstances, a combination of education less than Bachelor's degree and very strong experience relating to this position. PHR or SPHR certification or other similar certification is highly desired.
- Minimum of three (3) years of experience in recruiting of employees for a variety of positions, including experience with conducting behavioral interviews.
- Proven track record in cultivating strong business relationships and providing solid customer service.PHYSICAL REQUIREMENTS
- Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.
- May be required to travel to job fairs, carry supplies, and stand for extended periods of time.
- Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge of interviewing processes and techniques, specifically behavioral based interviews.
- Working knowledge of applicable employment laws and regulations such as Title VII of Civil Rights Act of 1964, FMLA, ADA, etc.
- Working knowledge of human resources, with experience in the area of recruitment, selection or administration.
- Strong skills utilizing external candidate search platforms including LinkedIn, CareerBuilder, Monster, Indeed, etc.
- Strong written and oral communication skills with executive and senior management.
- Strong organization skills with a strong focus on detail.
- Strong interpersonal skills and ability to establish and maintain effective coworker, management, and external candidate relationships.
- Intermediate computer skills using MS Office applications, applicant tracking systems, database management, and other related software.
- Ability to work collaboratively and think strategically on projects.
- Ability to work well under pressure and manage time independently.
- Ability to maintain strict confidentiality.
- Ability to identify alternative solutions to complex problems, and make recommendations.
