You will serve as a Mechanical Engineer in the Machinery Engineering Division of SUPERVISOR OF SHIPBUILDING BATH.

            Duties

            • You will provide technical consultative services, review and approval of engineering studies and design change proposals, drawings, test procedures, technical manuals and other technical documentation.
            • You will be responsible for the resolution of technical issues under the cognizance of the SUPSHIP Bath Waterfront Chief Engineer.
            • You will review, evaluate and approve complex engineering data prepared by the shipbuilder, government design agent, or their subcontractors to assure compliance with the design specification
            • You will conduct technical evaluations and investigations into project and process problems which arise during the design, construction and overhaul of naval ships, applies risk management principles, as appropriate.
            • You will check for proper interpretation and application of specification criteria to ensure that analyses and recommendations are accurate and that conclusions and assumptions are sound.
            • You will prepare correspondence, technical and trip reports, memoranda, specification change notices, work instructions, contract field modification requests, and scope documents as required to complete project assignments.
            • You will review and evaluate changes to the shipbuilding or ship repair specifications to determine the impact of such changes on the system design, operation, construction schedule and cost.
            • You will provide technical support to Quality Assurance Specialists and Managers within the Quality Assurance Directorate as required.
            • You will identify and resolve problems that may arise during in-process inspection, test and trials.
            • You will review construction plans, vendor plans, systems diagrams, calculations, test procedures, technical manuals, purchase technical specifications, or other related documents such as factory acceptance or shipboard test results.

              • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
              • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
              • You may be required to successfully complete a pre-appointment physical examination.

                Qualifications

                For the GS-12 Grade Level:

                Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing engineering guidance in the design, development, or testing issues of mechanical systems, subsystems, or components (e.g., HVAC, firefighting, main propulsion, auxiliary equipment, air conditioning/refrigeration, bleed air, fuel and lubricating oil piping, steering, compressed air, electronic cooling water, and other auxiliary piping systems) to ensure compliance with technical requirements in the construction, overhaul, or repair of surface ships or submarines.

                For the GS-11 Grade Level:

                Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer conducting analysis in the design or development of mechanical systems, subsystems, or components (e.g., HVAC, firefighting, main propulsion, auxiliary equipment, air conditioning/refrigeration, bleed air, fuel and lubricating oil piping, steering, compressed air, electronic cooling water, and other auxiliary piping systems) to ensure compliance with technical requirements in the construction, overhaul, or repair of surface ships or submarines.

                Education

                Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

                Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

                OR

                Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.                 Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).                 OR

                Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
