The Commission is an independent regulatory agency that plans for health system needs, promotes informed decision-making and increased accountability, and works to improve access to needed health care services by providing timely and accurate information on availability, cost, and quality of services to policy makers, purchasers, providers, and the public. The Commission's vision for Maryland is to ensure that informed consumers hold the health care system accountable and have access to affordable and appropriate health care services through programs that serve as models for the nation.This position functions as a Program Manager for the Long-Term Care Policy & Planning section within the Center for Health Care Facilities Planning and Development and reports directly to the Center Chief.The primary purpose of the Program Manager is to develop and update the State Health Plan chapters to include new or revised policies, standards and criteria; to promulgate these and other health care policies into regulations, consistent with Maryland's regulatory process; and to maintain a strong familiarity with the most current health care delivery and financing issues, including ongoing review of the literature on various health planning and policy issues from all perspectives including national, state-specific, and Maryland-specific.This particular position is assigned to focus on the long-term care component of the health care continuum, specifically, the areas of post-acute care (subacute care). These areas include assisted living, nursing homes, home health, hospice, and chronic hospital care. This position is responsible for the administration and analysis of surveys related to long-term care programs. This position will work with Certificate of Need staff on any Certificate of Need project, determination, or acquisition that involves long-term care. In addition, this position will maintain inventory of licensed and CON-approved long-term care programs. The position will prepare written documents (i.e., issues, memos, and policy papers) and oral presentations on related health planning/policy subjects as needed. This position will serve on various long-term care-related workgroups. Other duties as assigned.MINIMUM QUALIFICATIONSRequires a Bachelor's degree from an accredited college or university in Health Sciences, Health Care Administration, Public Health or related field and five (5) years of experience in professional work related to health care. A Master's degree in Health Sciences, Health Care Administration, Public Health or related field will be substituted for two (2) years of the required experience. Knowledge of long-term care and experience working in long-term care is preferred.SELECTION PROCESSThis is a Management Service position, and serves at the pleasure of the Appointing Authority.
