It's our passion.Primary PurposeThe Manager of Community Engagement is responsible for managing, developing, implementing, and sustaining community relation programs and initiatives throughout the service area. This is a field-based role accountable for providing leadership and education in the community and combating competitive pressures. The role will directly engage using community marketing and outreach efforts with direct impact on membership growth and retention. Minimum SpecificationsEducation Bachelor's degree in business administration, public health, or related discipline.Experience Five (5) years of experience in Medicaid Managed Care (Medicaid, CHIP) marketing, community outreach, or managed healthcare. Experience in Texas preferred. Familiar with enrollment and eligibility in Texas public health insurance programs. Experience working with communities of all different ethnicities, cultural backgrounds, diverse populations and/or underserved communities. Experience in ACA and Medicare preferred. Two (2) years of experience in a leadership role.Equivalent Education and/or Experience May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.Certification/Registration/Licensure Community Health Worker (CHW) issued by the Texas Department of Health Services (or obtain certification within 1 year of employment).Skills or Special Abilities Excellent verbal and written communication skills including the ability to effectively present information to all audiences. Bilingual (Spanish) is preferred. Strong interpersonal and conflict resolution skills with proven experience in building and maintaining relationships with community organizations and stakeholders. Demonstrated ability to coach and influence for results. Strategic thinking and long-range planning skills with the ability to lead major organizational initiatives, accomplish results, and achieve measurable outcomes or goals. Ability to work in challenging situations involving competing interests, and high level-interdisciplinary groups. Excellent time management and organizational skills with the ability to manage multiple demands and respond to rapidly changing priorities. Capability to collect, analyze, and interpret data to inform outreach strategies. Familiar with Medicaid eligibility criteria, benefits, and enrollment processes. Sound business acumen. Ability to plan, execute, and monitor multiple events within budget and timelines.Responsibilities Outreach and Event Planning Establish and maintain positive relationships with community stakeholders, advocacy organizations and advisory committees for all health plan populations. Develop, implement, and maintain community outreach initiatives to increase brand awareness and grow membership. Manage ordering, storage and inventory of promotional items and ensure distribution meets regulatory guidelines. Serve as the primary contact for the health plan at community health fairs, events and meetings. Oversee the coordination and delivery of community events and agency presentations. Coordinate with community partners, healthcare providers, and local organizations, school districts and cities to participate in and sponsor events. Present sponsorship and partnership opportunities to the Senior Director for consideration and approval. Collaborate with internal teams including Marketing, Quality management and provider network to develop health improvement initiatives in the community. Independently identify and cultivate relationships with community partners for collaboration on public health policies. Conduct presentations and provide information about Texas Public Health Programs such as, but not limited to Medicaid, and CHIP eligibility, enrollment procedures, and available services. Member Retention and Recertification Leads functions associated with annual member recertification. Manage quarterly Member Advisory Committee meetings, and document meeting minutes and attendance for reporting to HHSC and required. Coordinate with Marketing to ensure effective publicity to drive attendance. Manage member recertification/re-enrollment functions, including identifying members approaching recertification to counsel them through the process as necessary. Support the communication of Value-Added Services to ensure current members are aware of available services and how to access them. Data Analytics and Reporting Track and measure event attendance, outreach activities, and potential enrollments to measure campaign success. Analyze data to identify areas for improvement and adjust outreach strategies accordingly. Prepare reports for stakeholders, including key metrics and insights on community engagement. Quality Integrate health literacy principles into all communication including Members and Providers. Support strategies that meet clinical, quality and network improvement goals. Promote the use of Health Information Technology to support and monitor the effectiveness of health and social interventions and make data-driven recommendations as needed. For staff in clinical roles, foster collaborative relationships with members and/or providers to promote and support evidence-based practices and care coordination. Regulatory and Compliance Stay informed on health plan operations, provider network, member services, and processes and other services and issues to provide community partners, prospects and members with accurate information and provide feedback as appropriate. Ensure compliance with HIPAA guidelines when handling sensitive patient information. Train staff on Texas Health and Human Services Commission (HHSC) marketing guidelines regarding events and engagement and maintains records of the training for HHSC review. Ensure operations are carried out in compliance with these regulations. Work collaboratively with others to validate and sustain compliance with regulatory and accreditation standards. Conduct routine compliance audits identifying gaps and implementing remediation plans as necessary. Work collaboratively with leadership and/or PCHP Compliance to investigate and respond to matters of concern or alleged violations taking corrective action as necessary. Provide timely and accurate responses to requests for information from regulatory agencies and accrediting bodies. Fiscal Management and Operating Budget Operationally responsible for the financial performance of assigned area(s). Promote activities to achieve operational efficiency. Manage the approved budget through frequent and regular monitoring. Implement written action plans to address variances adjusting strategies as necessary to meet budgetary targets. Consider operational outcomes and financial implications when making recommendations to implement new programs or modify current programs. Manage staffing levels within established targets. Talent Management Manage assigned staff members. Recruit and retain talent with a variety of backgrounds, skills, experiences, and viewpoints that reflect the communities we serve. Promote and support a culturally welcoming, inclusive, collaborative, and highly engaged work environment where everyone feels empowered to bring their full, authentic selves to work. Ensure employee metrics (i.e., retention, vacancy, engagement) meet established targets. Utilize workforce metrics to monitor, identify, and respond to workforce trends. Timely completion of employee performance appraisals. Conduct regular meetings, inform team of changes in policy or procedure, and provide information regarding overall strategy and direction of the health plan. Mentor, coach, and support direct reports with building teamwork, professional development, and education to achieve optimal performance and develop talent. Ensure employee engagement survey participation rates and results meet established targets. Ensure mandatory requirements are completed timely by employees. Required licensure, certification, and/or registry are current and in good standing for all employees. Employee performance is monitored and managed. Consult with the Office of Talent Management as appropriate regarding employee performance concerns and disciplinary action. Integrates knowledge gained into current work practices. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of PCHP. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
